29-11 to 2-12-2008 XXXI UPADI 2008 Convention

Under the core topic "Engineering and Infrastructure for the social development of American countries", the XXXI Convention UPADI 2008 (Pan-American Union of Engineers) was carried out in Brasilia from November 29th to December 2nd. Its purpose was to set a discussion forum so that engineers, architects, experts, consultants and government agents could analyze and discuss the different aspects comprised in the implementation of programs for the sustainable development in American cities and the role of engineering within this context setting emphasis on the eradication and /or assistance to poverty.

In the first place the Advisory Council and the Technical Council of UPADI got together. Then, the plenary sessions and the parallel technical sessions were held. The first panel dealt with in the plenary sessions was Mega cities, in which, as suggested by UADI, participated Architect Claude Della Paolera who spoke about “Poverty in cities"

Della Paolera is specialized in housing topics, and has developed his professional activity in the public and private sectors in Argentina as well as abroad. He has advised important organizations such as UN, IDB (Inter-American Development Bank) and the Secretariat of Natural Resources and Sustainable development, among others.

In his speech, Della Paolera talked about the impoverishment of argentine cities, and deepened in its possible causes and consequences, such as the explosive growth and the lack of support. Also, he presented a proposal to solve this focus issue.

Besides, during UPADI Convention the voting to designate the next president took place and Eng. Irene Campos Gómez was elected for such position. The Costa Rican engineer will hold the position between 2009 and 2012.

During this same meeting, Eng. Mario Telichevsky took part as member of UPADI’s Board. Furthermore, national negotiations made it possible for Argentina to be assigned the Telecommunications Committee, for which Eng. Luis Perazo was appointed president; he is also president of the specific congress “Outlook of Information and Communication Technologies” of theWorld Congress and Exhibition ENGINEERING 2010-ARGENTINA.
